Welcome to the Motor Carrier Passenger Council of Canada (MCPCC). We are a nationally recognized resource, working with the private sector, labour and government to strengthen our industry’s image, profitability, and vitality. Our focus is identifying and addressing human resources issues within the motor carrier passenger industry. In partnership with Human Resources and Skills Development Canada , we provide counsel, products, and services, which promote life-long learning and skills development for individuals and companies in this industry.

The Council’s representation includes: urban transit systems, engaged in the public transportation of passengers in urban areas; inter-city bus lines, providing scheduled interurban and rural passenger service; tour and charter bus services, using motor coaches to transport groups and tourists; and school bus transportation providers, who use the familiar yellow school buses, transporting students to and from school and intramural activities.

Today's Bus Industry

The modern bus and coach industry plays a major role in the Canadian economy and is an exciting place in which to work and build a career. Moving millions of people daily, the industry is enjoying continuing growth. Leading edge technology, including integrated electronics, voice and satellites, is creating a dynamic new environment.

Our efforts are focused on providing new and better services for all passengers, from -students to seniors, from commuters to those with special needs. Our industry needs employees with a wide variety of specialized skills (National Occupational Standards / Certification, education / training programs) who are dedicated to delivering the highest levels of service and satisfaction to the public.

Business Plan

The Council possesses nationally recognized human resources expertise and in-depth experience with all sectors of Canada’s bus industry.  Our vision encompasses improved human resources standards across these sectors, professional credentials, ongoing skills development programs and lifelong learning.  The Business Plan utilizes our wide-ranging Sector Study as a basis for the strategies outlined over the next five years.

The Plan addresses many of the recommendations made in the Sector Study through demonstrating ROI on training and other key human resources programs, research and strategic partnerships.  Our vision is to guide the industry over the next five years, and provide them with the resources and expertise to attract and retain highly skilled employees within the bus industry.

Our Goals

The Council has identified three areas of action to be taken through this Business Plan.  First, to address specific recruitment and retention issues, we are working to raise the profile of the bus industry in a variety of learning environments, developing workforce planning models, promoting work-based training opportunities, and improving the professional image of the industry through national Certification.  Second, the Council has strong existing partnerships with education, industry and government.  Through these unique partnerships and ties, the Council is developing the delivery of training programs, and industry-wide acceptance of apprenticeships, occupational standards and vocational training.  Third, we are creating ways to deliver meaningful training and qualifications by raising awareness of work-based, distance and e-learning, promoting the national Accreditation of training programs, and supporting improved management training.

Our Partners

The Council works closely with both industry and government partners in promoting and improving human resource standards across Canada. Working with business and industry organizations offers the Council in-depth field resources to develop programs, which support and enhance Canada’s outstanding motor carrier transportation services. Council members work directly with both companies and employees on a wide variety of concerns, such as National Occupational Standards, training and education programs leading to Certification.

Working with Human Resources Development Canada , the Council receives national support and access to a network of programs, resources and communications, delivering value to the industry while raising public awareness and interest. We work in cooperation with provincial and territorial governments, and educational institutions across the country.

Our Goals

Working on behalf of the bus industry within Canada, we are charged with the responsibility of supporting and enhancing high human resources standards. To that end, our goals are to:

  • Enhance the recognition and value of the professional within the motor carrier passenger industry.

  • Promote and share industry excellence through the creation of an industry-wide inventory of human resource success stories.

  • Provide a national and collective voice on human resource issues.

  • Develop educational curriculum and training programs leading to Certification in recognition of an individual’s skills, knowledge and attitude.

  • Support and encourage efforts to attract people to establish careers in the motor carrier passenger industry.

  • Establish National Occupational Standards outlining the skills and attitudes required of an individual to perform competently in a particular bus-related occupation.
Our Structure

The MCPCC is a non-profit organization, established as a national forum. The Council offers employers, associations and labour national representation on human resource issues within the bus industry and is supported by the federal government's skills and learning agenda. This industry consists of urban transit systems, inter-city bus lines, tour and charter bus services and school bus transportation.

The Council’s Board of Directors consists of representatives from all the above sectors, the federal government, through Human Resources Development Canada, Transport Canada and the Executive Director.
